India’s agricultural journey since independence tells a remarkable story of transformation, crisis, and innovation. When the nation gained freedom in 1947, its farms were struggling to feed a rapidly growing population. Over the following decades, India experienced dramatic shifts in how food was grown, what crops dominated the landscape, and whether farmers could count on predictable harvests. Understanding these trends helps us appreciate both the triumphs and ongoing challenges facing Indian agriculture today.

The early years: slow but steady progress
In the early post-independence period, agricultural growth remained modest but represented significant improvement over colonial times. Between 1950-51 and 1964-65, India’s crop output recorded a growth rate of approximately 3.15 percent annually. This progress came primarily through expanding irrigation facilities and bringing more land under cultivation rather than through productivity improvements.
During these formative years, the country was expanding its reporting area from 284 million hectares in 1950-51 to eventually reach 306 million hectares by the turn of the century. Farmers were learning to maximize their land through multiple cropping patterns, with cropping intensity increasing from 111 percent to 133 percent over this period. This meant that instead of leaving fields fallow, farmers began growing more than one crop per year on the same land.
The Green Revolution transforms Indian agriculture
The mid-1960s brought a watershed moment for Indian farming. Severe droughts highlighted the nation’s vulnerability to food shortages, prompting the launch of the Green Revolution in 1968 under Prime Minister Lal Bahadur Shastri. This revolution centered on introducing high-yielding varieties of wheat and rice, supported by improved irrigation, chemical fertilizers, and modern farming techniques.
The results were dramatic. Rice production soared from 34.58 million tonnes in 1960 to 137.82 million tonnes in recent years, while wheat yields showed even more impressive gains. A hectare of Indian farmland that produced an average of 0.8 tonnes of wheat in 1948 was producing 4.7 tonnes by 1975. By 2000, farmers were adopting wheat varieties capable of yielding 6 tonnes per hectare.
Geographic concentration and crop specialization
The Green Revolution’s success was geographically uneven. States like Punjab, Haryana, and western Uttar Pradesh became the breadbaskets of India, with wheat cultivation area more than doubling between 1960 and 2023, while rice cultivation saw land use increase nearly fourteen-fold. These regions possessed the irrigation infrastructure and government support necessary to adopt new technologies successfully.
However, this geographic concentration created lasting disparities. Agricultural productivity in Punjab became approximately three times higher than in states like Bihar and Jharkhand, where rainfed agriculture continued to dominate and farmers remained more vulnerable to monsoon fluctuations.
The unequal impact across crops
While wheat and rice flourished under the Green Revolution’s intensive approach, other traditional crops suffered neglect. The area under cultivation of coarse cereals decreased drastically from 37.67 million hectares to 25.67 million hectares since the 1950s. Millets, once staple foods in many regions, saw their production decline as farmers shifted to subsidized rice and wheat.
Pulses and oilseeds faced similar challenges. Despite their nutritional importance and nitrogen-fixing properties that enrich soil, native pulses and oilseed crops were not cultivated on a larger scale as they were before. The unavailability of high-yielding varieties for these crops, combined with assured government procurement for wheat and rice, discouraged farmers from growing diversified crops.
This shift had profound nutritional consequences. Traditional crops like millets are rich in protein, vitamins, and minerals, while indigenous rice varieties possessed medicinal properties valued in traditional practices. Their replacement by a narrow range of modern varieties reduced both agricultural biodiversity and dietary diversity across rural India.
Vulnerability and growth rate challenges
Despite impressive production increases, agricultural output remained volatile over recent decades, with annual growth ranging from 8.6 percent in 2010-11 to negative 0.2 percent in 2014-15. This variability reflects persistent structural vulnerabilities that continue to constrain Indian agriculture.
Dependence on monsoons
The most fundamental challenge remains India’s continued dependence on monsoon rainfall. Only about 51 percent of agricultural area cultivating food grains is covered by irrigation, leaving nearly half of farmland dependent on rainfall patterns that have become increasingly erratic with climate change.
This monsoon dependence creates enormous uncertainty. Well-irrigated areas achieve yields two to three times higher than rain-fed regions, highlighting the productivity gap that adequate water access can bridge. States like Punjab achieved nearly complete irrigation coverage, while Maharashtra and Rajasthan continue struggling with water scarcity.
The reliance on groundwater in irrigated regions has created new problems. Punjab and Haryana, major wheat and rice cultivating areas, have become among the highest water-depleted regions in India, threatening the long-term sustainability of their agricultural success.
Regional disparities deepen
Regional disparities in agricultural development have widened rather than narrowed over time. Rainfed agricultural regions in central and eastern India continued to struggle with low productivity and high vulnerability to monsoon fluctuations, even as irrigated northwestern states prospered.
These disparities reflect uneven investment in rural infrastructure, varying quality of extension services, and differences in farmers’ access to credit and modern inputs. The concentration of government procurement in certain states further reinforced these patterns, as farmers elsewhere lacked assured markets for their produce.
Environmental sustainability concerns
The intensive cultivation methods of the Green Revolution brought environmental costs that now threaten future productivity. Excessive use of chemical fertilizers altered soil health, while monoculture cropping patterns increased vulnerability to pests and diseases. The narrow genetic base of high-yielding varieties, compared to diverse traditional crops, made agriculture more fragile.
Land fragmentation emerged as another constraint. The number of marginal land holdings increased substantially, making mechanization difficult and reducing farmers’ ability to invest in productivity improvements. Small and marginal farmers, who account for the majority of holdings, often lack access to formal credit and modern technology.
Looking ahead: sustainable growth pathways
India’s agricultural growth story demonstrates both the possibilities and limitations of technology-driven transformation. The Green Revolution succeeded in averting famine and making India largely self-sufficient in food grains. However, the pattern of growth created vulnerabilities that continue to constrain progress.
Future agricultural development must address these structural weaknesses. Expanding irrigation coverage, particularly through efficient micro-irrigation techniques, remains critical. Diversifying beyond rice and wheat to include pulses, oilseeds, and nutritious traditional crops would improve both agricultural sustainability and nutritional outcomes.
Regional disparities require targeted interventions suited to local conditions. Rainfed areas need different approaches than irrigated regions, emphasizing drought-resistant crops and water harvesting. Climate-resilient varieties and practices will become increasingly important as weather patterns grow more unpredictable.
