While it primarily focuses on safety and structural integrity, it also incorporates guidelines for efficient energy usage, laying the groundwork for sustainable building practices across the country.
Energy Conservation Building Code: the game changer
First released by the Bureau of Energy Efficiency under the Ministry of Power in 2007, and significantly updated in 2017, the Energy Conservation Building Code represents India’s commitment to energy efficiency in commercial buildings. This code applies to buildings with a connected load of 100 kilowatts or more, or a contract demand of 120 kilovolt-amperes or more, including hospitals, hotels, schools, shopping complexes, and multiplexes.

Projects undergo verification and review by third-party auditors and are awarded points corresponding to certification levels: certified, silver, gold, or platinum. The centralized online portal streamlines documentation, submission, and collaboration, making it particularly attractive to corporate offices, multinational companies, and developers seeking international compliance and prestige.
GRIHA: India’s indigenous rating champion
Developed by The Energy and Resources Institute in collaboration with the Ministry of New and Renewable Energy, the Green Rating for Integrated Habitat Assessment represents India’s national rating system for green buildings. Adopted by the government in 2007, this indigenous system addresses regional, cultural, and economic contexts specific to India.
Operating as a performance-oriented system, projects earn points by meeting the design and performance intent of 31 to 34 criteria, depending on the version, categorized under sections including site planning, construction management, occupant comfort and wellbeing, sustainable building materials, and performance monitoring. Buildings with a built-up area greater than 2,500 square meters are eligible for certification.
The rating operates on a 100-point scale with mandatory core points and optional criteria. Different certification levels ranging from one star to five stars are awarded based on points earned, with a minimum of 25 to 50 points required for certification depending on the version. What sets this system apart is its affordability compared to international alternatives, making sustainable construction accessible to a broader range of developers. Government-funded projects often mandate certification under this system, ensuring widespread adoption in public infrastructure.
The impact of these rating systems
Both rating systems share common goals: promoting water efficiency, energy conservation, sustainable material use, and healthy indoor environments. They employ credit-based systems with flexibility, allowing developers to choose which measures to pursue while meeting certain mandatory standards. The third-party evaluation process ensures fairness and accountability.
Buildings certified under these systems typically consume 10 to 50 percent less energy than conventional buildings, significantly reducing operational costs and environmental impact. They also provide healthier indoor environments, improving occupant wellbeing and productivity. By creating market recognition for sustainable construction, these rating systems have catalyzed a green building movement that continues to gain momentum across India.
Integrating renewable energy into building design
While building codes and rating systems establish frameworks for efficiency, the integration of renewable energy represents the next frontier in creating truly sustainable buildings. The Ministry of New and Renewable Energy has emerged as a key player in this transformation.

The Grid Connected Rooftop Solar Programme aims to achieve a cumulative installed capacity of 40,000 megawatts from rooftop solar projects. The program operates through two mechanisms: a national portal for rooftop solar and state distribution company portals. Residential consumers can register through these platforms, select empaneled vendors for installation, and receive subsidies directly to their accounts after successful installation and verification. Mandating renewable energy in new constructions
The updated building code mandates provisions for installing renewable energy generation systems in new constructions. Passive design strategies like daylighting and shading are also mandatory, reducing dependence on artificial lighting and mechanical cooling. These requirements ensure that renewable energy integration becomes a standard feature rather than an afterthought in building design.
Government buildings leading by example
Under initiatives like the saturation of government buildings with rooftop solar, the government is leading by example. Guidelines call for equipping rooftops of all government buildings, including those of autonomous bodies and subordinate offices, with solar panels to the maximum extent technically feasible. Central public sector enterprises with expertise in renewable energy assist central ministries in deploying these systems, with installations monitored through digital tracking systems.
This comprehensive approach encompasses various implementation mechanisms, including enterprise-owned deployment where companies invest their resources to install, own, and operate rooftop solar projects, selling power to the building under long-term agreements. Such models demonstrate the financial viability of renewable energy integration while reducing the burden on public funds.
The road ahead for green buildings in India
India’s multi-pronged approach to promoting green buildings represents a significant shift in how the nation envisions urban development. By combining mandatory building codes, voluntary rating systems, and renewable energy integration, the government has created an ecosystem that encourages sustainable construction at every level.
Currently, 23 states have notified rules to enforce building code compliance, though large states like Maharashtra and Gujarat are still in the process of drafting rules. The potential remains enormous. States that effectively implement these codes could save massive amounts of energy while reducing greenhouse gas emissions and lowering energy costs for businesses and consumers.
The International Energy Agency has recognized India as unique among developing countries for its strong rules on energy efficiency in commercial buildings. This recognition validates the direction India has taken and encourages further progress. As the construction sector continues to grow phenomenally in the coming decades, these frameworks will play a crucial role in shaping sustainable cities that balance development with environmental responsibility.
From the careful planning embedded in building codes to the transparent evaluation through rating systems, and the practical integration of renewable energy, India’s response to the green building challenge demonstrates that environmental sustainability and urban growth need not be opposing forces.
