India’s cities stand at a crossroads. As the country experiences one of the world’s fastest urbanization rates, more than half of its population is expected to live in cities by 2030, adding around 164 million people to urban areas. This rapid transformation brings immense opportunities for economic growth and innovation, but it also intensifies some of the most pressing challenges of our time: environmental degradation, climate vulnerability, and social inequality. Creating sustainable and inclusive cities isn’t just an aspirational goal-it’s an urgent necessity for millions of Indians whose daily lives depend on how well our urban spaces can accommodate growth while protecting both people and the planet.

The environmental toll of unplanned urbanization

When cities grow too quickly without adequate planning, the consequences ripple through every aspect of urban life. India’s urban expansion has frequently occurred in a haphazard manner, with construction overtaking natural landscapes faster than infrastructure can keep pace. The results are visible in cities across the country: air thick with pollution, water bodies disappearing under concrete, and green spaces becoming luxury rather than necessity.

One of the most visible impacts is the proliferation of slums. According to census data, approximately 65 million Indians live in slums, though actual numbers are likely higher. These informal settlements emerge when affordable housing fails to match the pace of rural-to-urban migration. Slum dwellers typically face inadequate infrastructure, with limited access to clean water, proper sanitation, and waste management services. Housing structures made of temporary materials provide little protection from weather extremes or natural disasters, while the constant threat of eviction without legal tenure creates perpetual insecurity.

Consider Mumbai’s Dharavi, one of Asia’s largest slums, where approximately one million people live in just 2.1 square kilometers. The extreme density highlights not just a housing crisis, but a fundamental failure in urban planning that leaves residents vulnerable to health hazards, overcrowding, and poor living conditions.

Environmental degradation extends beyond slums. Cities like Bengaluru lost over 79 percent of their water bodies between 1973 and 2016, a transformation strongly linked to increased construction. When wetlands and lakes disappear under real estate developments, cities lose natural buffers against flooding and water scarcity. In Chennai, rapid construction along the Pallikaranai marsh and IT corridor has compromised natural drainage paths, transforming flood-prone areas into high-value real estate while increasing disaster risk.

Climate change hits the urban poor hardest

Climate-related disasters don’t affect everyone equally. While entire cities might experience floods, heatwaves, or water shortages, the burden falls disproportionately on the urban poor who lack resources to cope with these emergencies. Between 1970 and 2021, India experienced 573 disasters related to extreme weather, climate, and water events, resulting in massive loss of life and economic damage.

Flash floods have become annual events in cities like Chennai, Bengaluru, and Mumbai, driven not just by rainfall intensity but by how cities are built. Stormwater is often channeled away from elevated, well-serviced neighborhoods toward informal settlements located near drainage canals or former lakebeds. During Chennai’s 2023 floods, areas like T Nagar and Sholinganallur experienced severe inundation where buried lakes resurfaced beneath commercial developments. While affluent areas may suffer temporary waterlogging, low-income communities face displacement, sewage exposure, and prolonged recovery periods.

Urban heat islands compound these challenges. Research shows that city temperatures tend to be higher than in rural areas, and citizens from poor socioeconomic backgrounds are disproportionately affected by health risks from air pollution and extreme heat. Living in overcrowded temporary shelters with limited ventilation, the urban poor are more susceptible to respiratory illnesses and heat-related conditions during heatwaves and pollution episodes.

Water access reveals another dimension of inequality. Many Indian cities now operate what some describe as urban water apartheid. High-rises and commercial areas rely on private borewells and tankers, often drawing from distant aquifers. India is the world’s largest user of groundwater, with urban centers contributing disproportionately to depletion. Meanwhile, informal areas face irregular supply, contamination, and hours of waiting with no guarantee of service. Despite rainwater harvesting mandates in cities like Chennai, implementation remains inconsistent, with affluent zones receiving reliable tanker support while poorer areas struggle.

Displacement and cascading vulnerabilities

Climate disasters increasingly displace urban residents. Between 2011 and 2021, an estimated 3.6 million people annually were displaced in India due to extreme weather events, and these displacements are happening within cities, not just in rural areas. When low-income households in informal settlements are relocated, they’re often moved to similarly risky areas lacking basic amenities, leaving them poorer and more vulnerable than before.

Strategies for building inclusive and sustainable cities

Despite these formidable challenges, pathways toward more sustainable and inclusive urban development are emerging across India. Success requires coordinated action across multiple fronts, from policy reform to community engagement.

Strengthening urban planning and governance

Effective urban planning must integrate climate considerations from the outset. Cities like Pune and Surat are implementing Transit-Oriented Development, expanding metro networks and enhancing last-mile connectivity with walkable streets and cycling paths. This approach improves accessibility while reducing carbon emissions and traffic congestion.

However, planning often occurs in silos. Different government departments handling town planning, water supply, sewage, drainage, environment, housing, and construction frequently operate independently with minimal coordination. Chennai’s fragmented approach to urban water management leads to inefficiencies and environmental degradation. Integrated planning that coordinates across agencies and considers topography, floodplains, aquifer recharge zones, and natural drainage corridors is essential.

Nature-based solutions and green infrastructure

Cities are increasingly recognizing the value of working with natural systems rather than against them. Urban forests, green spaces, wetlands, and parks provide multiple benefits: they capture and store carbon, reduce urban heat island effects, manage stormwater, and improve air quality. The Smart Cities Mission and other national initiatives promote rooftop solar panels, energy-efficient practices, public transportation, pedestrian pathways, cycling lanes, and building energy standards.

The sponge city model offers particular promise. Rather than channeling all water into pipes and drains, sponge cities use permeable surfaces, green corridors, and buffer zones to slow, store, and reuse rainwater. Cities like Chennai and Kochi are exploring sponge parks and green belts along drainage paths, while Assam is preparing sponge city master plans for Guwahati and other urban centers.

Ensuring equitable access to services

Inclusive urban development requires deliberate efforts to ensure all residents-regardless of income, caste, religion, or migrant status-have access to adequate housing, clean water, sanitation, healthcare, education, and employment opportunities. Initiatives like the Pradhan Mantri Awas Yojana aim to formalize informal settlements and provide affordable housing, though implementation struggles to match the scale of need.

In-situ slum upgrading-improving infrastructure within existing settlements rather than displacing residents-offers a more humane and effective approach. This includes providing secure land tenure, improving physical infrastructure, ensuring sanitation access, supporting livelihoods, and enabling digital inclusion. Community-led efforts, where residents participate in planning and implementation, tend to produce more sustainable outcomes.

Financing sustainable infrastructure

The scale of investment needed is immense. A projected $6 trillion investment gap exists over the next 50 years, with current urban investment at only 1% of GDP and just 3% from the private sector. Green bonds offer one promising solution-cities like Ghaziabad and Indore have successfully issued them to fund sewage treatment and solar energy projects. Increasing private sector participation and leveraging financial instruments like municipal bonds are vital for advancing sustainable urban development.

Building community resilience

Perhaps most importantly, urban planning must involve the communities it affects. Participatory planning processes that include slum dwellers, informal workers, women, and marginalized groups ensure solutions address actual needs rather than assumptions. Community engagement also builds social capital and collective capacity to respond to disasters and adapt to changing conditions.

The path forward

Building sustainable and inclusive cities in India requires a fundamental shift in how we approach urban development. It means prioritizing long-term resilience over short-term profits, coordinating across government agencies and sectors, investing in both built and natural infrastructure, and ensuring that development benefits everyone, not just the privileged few.

The decisions India makes today about urban planning, infrastructure investment, and climate adaptation will shape the lives of hundreds of millions of people for generations. Cities that integrate sustainability and inclusion from the ground up won’t just survive the challenges ahead-they’ll thrive, offering models for rapidly urbanizing regions worldwide.
